The American Malting Barley Association (AMBA) and the National Barley Growers Association (NBGA) are jointly issuing this Request for Proposals (RFP) to solicit qualified contractors to conduct a comprehensive analysis. The goal of this analysis is to identify, evaluate, and present potential scenarios for sharing leadership and operational functions between the two organizations.
Background
AMBA is a trade organization, which has represented the interests of end users of malting barley, including maltsters, brewers, distillers, and food processors since 1982. AMBA’s purpose is to advance a resilient supply of quality malting barley by unifying stakeholders to leverage innovative research, development, and advocacy efforts.
NBGA is a national barley advocacy organization actively working to promote U.S. sourced barley since 1989. NBGA works closely with federal policymakers, congressional offices, and regulatory agencies to ensure the concerns and priorities of barley producers in the United States are considered and represented. NBGA was created to advance the national and international interests of U.S. barley producers.
Both organizations share a common interest in the health, growth, and long-term sustainability of the U.S. barley industry. Exploring shared functions is a strategic initiative aimed at maximizing efficiency, optimizing resources, enhancing industry representation, and ensuring a unified voice for the U.S. barley value chain.
Objective
The selected contractor will be tasked with providing a clear, unbiased, and actionable report detailing various models for shared leadership and operational integration. The analysis must include the potential benefits, challenges, risks, and estimated resource requirements for each proposed scenario.

Interested parties should review the entire RFP for submission requirements, including a full timeline with proposals due on April 30, 2026.
